Three days ago, we published that we needed printed receipts for claims. Since then we have received a few queries from rescuers who say that their vets are unable to issue printed receipts.
We decided to ask for printed receipts because there was an unfortunate case of fraud recently.
But since many rescuers now say their vets are unable to issue printed receipts, we have revised our requirement as below and we hope this augurs well for everyone (for the rescuers as well as for us to be accountable to our donors and supporters).
Handwritten receipts are now acceptable, but it must be fully itemised and countersigned and stamped by the vet.
We hope applicants can work with us with goodwill and honesty and understand that our funds are very hard-earned and that our supporters are giving their donations based on trust.
Another reminder again: Please do not tamper with the receipts. If any information is missing, please request that the vet writes it in, countersigns and stamps it.
If you have already been submitting itemised receipts previously, the only extra thing we need you to do now is to ask the vet to countersign and stamp the receipt. Please do this extra little bit if you’d like to claim a subsidy from us. And please understand that we owe it to all our donors and supporters to ensure that our funds are not abused. We seek your cooperation on this. Thank you.
The following will be effective from 11th May 2015:
The Receipt
We require a fully itemised receipt (issued to your full name, stating exact amounts charged for neutering, number of animals, gender, etc.). The receipt must be countersigned and stamped by the vet.
If the receipt has no name: Please request the vet to write your full name on it and this must be signed and stamped by the vet.
If the receipt is not itemised: Please request the vet to write a note that clearly itemises the neutering charges (with breakdown of number of animals and gender) and this must be signed and stamped by the vet.

Kami memerlukan resit dengan butiran terperinci (nama penuh pemohon, termasuk bin dan binti, bayaran yg dikenakan atas pemandulan, bilangan haiwan, jantina). Resit mesti ditandatangani oleh doktor dan mengandungi cop rasmi doktor.
Sekiranya resit tiada nama: Sila minta dr tuliskan nama penuh pemohon atas resit dan dr mesti tandatangan dan letakkan cop rasmi.
Sekiranya resit tidak mempunyai butiran terperinci: Sila minta dr tuliskan nota menyatakan bayaran lengkap untuk pemandulan (bilangan haiwan, jantina dsb). Nota ini mesti ditandatangani oleh dr dan diletakkan cop rasmi.

當您申請絕育補貼時，請呈上發在您的名下的充分逐项收据 。此收據必須由獸醫簽字蓋章。
