It certainly looks like the dogs at the Selayang Pound need help. If you are able to help, the best would be to pay a visit to the pound, see the situation for yourself, and ask the caretakers what kind of help is needed.
In any dog pound, what is most needed is to get the dogs out. If we don’t have the capacity to rehome or adopt them, perhaps the next best is to supply them with food and medical treatment.
From the report, it looks like what is needed urgently is food containers and food supply.
