Apparently DVS followed up on this case and the dogs are no longer in chains now. They have been released and are kept inside the house.
So, if you are aware of any acts of cruelty to animals, do please bring it to the attention of the DVS. Wherever you are in Malaysia, you can always write to pro@dvs.gov.my It looks like they will take appropriate action and ensure that the act of cruelty is rectified in an appropriate manner.
