Yes, of course there are dogs and cats on Langkawi Island just as there are people.
My son, who is about to finish his flying training in Langkawi, has been sending me photos of cats and dogs he and his coursemates are feeding.

This must be their playground at the flying school. I know it kind of looks like WW2 ruins, but I assure you it’s not!
