Cruelty happens everywhere, whether to animals or humans. They key to correcting this social malady is empathy and education, but sadly, these sometimes do not work on many humans. Hence, laws and punishment are required as deterrents to reduce the incidence of cruelty.
The Animal Act was revised in 2006, but its implementation and enforcement do not seem to have created any difference to reduce the incidence of cruelty on animals in this country.
