For case (1), these are the options:

1.  Write a nice letter to the owner and urge him to take care of his dog. I have done this before, and the neighbour took very good care of his cats after that.

2. Speak nicely with the owner and urge him to take care of his dog. Jane says a neighbour has tried this, but it failed to make a change.

3.  Speak nicely with the owner and offer to take over the dog. Jane is appealing for an adopter and she will do this bit, if anyone is willing to take over the dog.

4. Report to the only authority which can prosecute, the Dept of Veterinary Services. Their procedure is to investigate, and if found guilty, the maximum fine would be RM200 and the animal will be confiscated and euthanised.

Looks like Option (4) is out, unless during investigation, the owner starts to behave and looks after his dog. But there is still a chance the owner might be prosecuted and the animal is confiscated.

For case (2) of the mother-dog and 5 puppies, if you would like to adopt this family, you are most welcome to apply to our fund for medical and spay-neuter subsidies. Our policies apply.

abt the owner the neighbour said he is not friendly.pity the dog live in dirty and lonely place.the other day I ask the opposite neighbour to help to talk to him,she just walk a way.

    It’s always best to speak to the owner first. If you can’t convince him / her, find someone else who can. Having an attractive friend do the talking can work wonders sometimes. 😀 The chances of finding a good owner for an animal is not high which is why I believe in educating the owner first rather than try to kidnap or get the authorities to help remove the animals because the owner would have learnt nothing and probably get a new pet.
