Calling all feeders/caregivers in the MPSJ area – we need your help and support!!

Updates on 7th June 2013: MPSJ did not agree to our proposal.

AnimalCare, in collaboration with PAWS, is planning to seek the approval of MPSJ to endorse and support One-Street CNRM and implement TNR in certain streets/areas under the jurisdiction of MPSJ.

This is our draft proposal;

1.     Ear-notched animals: All ear-notched animals (dogs and cats) will NOT be captured.  If they are captured, they will be released immediately as they have already been neutered.

2.     Designated “Animal-Friendly” zones:

(a)  We identify designated areas where the stray animals are exempted from capture-and-kill.

(b)  A feeder will be responsible in each area.

(c)  The feeder will ensure that the animals in the area are neutered and given appropriate medical treatment when necessary. The feeder is entitled to claim a subsidy from AnimalCare or use the services of PAWS’ mobile clinic.

(d) The feeder will submit a monthly report to AnimalCare detailing the number of animals, the health condition of the animals and other relevant information. 

(e)  At the end of 12 months, a full report will be submitted to the MPSJ. If the results are favourable, we will lobby for more areas to be under the “Animal-Friendly” zone, but we need a feeder to be responsible for each area.

An area = A street or a few streets (please identify your street/s when you write to us).

We are now calling for feeders in the MPSJ area to participate in our pilot project which we hope, will spearhead CNRM by the residents and TNR by the council for the long-term wellbeing of all street animals.

We need our “big army” now!

Please help us to help the animals.

Calling all feeders and caregivers in the MPSJ area: We hope to hear from you real soon as we are meeting up with MPSJ next week and we want to be able to submit a list of streets/areas to be designated under the “Animal-Friendly” zone.

Please volunteer to be a feeder and to take responsibility for your road. All we need is a monthly report from you and that you look after the animals on your road. Please write to me at chankahyein@gmail.com if you would like to help.  

Without your help and participation, we would have nothing to propose to the MPSJ.

We also understand that managing dogs could be more tricky in the MPSJ area, so here is what we propose:

3.  Dog license:

(a)  Licenses for neutered dogs will be RM10 per year while licenses for unneutered dogs will be RM100. Exemption is granted for elderly dogs, certified unfit to be neutered by the vet. 

(b)  Upon payment of this RM100 for an unneutered dog, an MPSJ voucher will be given to the owner whereby the dog can then be brought for subsidised neutering at PAWS or a participating clinic. Once neutered, the license for the dog in the following year will only be RM10. 

The above is part of the draft proposal we hope to submit to MPSJ for their approval.

We need your support, please. Without your support, this proposal cannot be implemented.

    very happy to hear this.I will be one of the supporter of this programme. Its a very beautiful programme and I appreciate it very much. I live in taman medan,petaling jaya where there are many strays too to be taken care and sheltered from mppj cruelty where at this point time with what I can afford, I feed these strays and would be able to do more if I get all the support.

      Dear Usha, We can only cover MPSJ area for now. But if it works here, you can lobby for it in your area (under MBPJ). I’m sorry we can only cover MPSJ for now. But thanks very much for your support. Appreciate it very much.

    Dear Dr. Chan,

    I live in Taman Bukit Serdang, Seri Kembangan. It’s under MPSJ. Currently, I’m feeding around 30 strays every day. Some of them have been neutered, some are hard to catch, even though I’ve been feeding them for almost 2 years. Up til now, 6 of the strays that I feed have been caught by dog catcher and, once I realized they’re gone, the next day I would definitely go to the pound. unfortunately, I never found them there.

    My questions are:

    1. Does male dog also need ear-notch?

    2. Do we need to provide exact location of the strays to MPSJ?

      Hi Reco, Thanks for writing.
      1. Yes, please ear-notch the males too for easy identification (by sight).
      2. Exact location – right now, I’m just getting the feeders and their areas so that we have a strong case to present to MPSJ. They would want to know how many are committed to participate, else we have no case at all. However, I understand your fears in revealing your exact location. So, don’t give me your exact location as yet. Let’s see how far we can get with our proposal. For now, I just need your name and your general location for my own records. Will that be okay?

    I am pleased to see the higher licensing fee for intact animals. A lot of EU countries are doing this, and it’s a great incentive to owners to spay/neuter.

    I currently living in Taman Eminence, Seri Kembangan.
    I just started to feed the stray few months ago by leaving bowls of kibbles outside.

    I am not sure how many cats are there, but i counted around six. They are very untrusting, esp the black cat. But i love to help.

    How does the daily schedule work? The carer will have to go feed the animals on a daily basis I supposed? (once a day)? The carer will be receiving an allowance monthly for the food expenses?

      Alisia, There is no allowance for the food expenses. We are asking existing feeders (those who are already feeding) to participate in this project, if they so wish. The only subsidy we can offer is the neutering and medical subsidy, not food.

    I’ve got three dogs, of which two are neutered and one cannot be caught.
    Both neutered ones are also dogs that were caught with great effort and we will not be able to do so again to get their ears notched. They are being fed daily. How can we work this out?

    Dear Dr Chan, I live in Puchong and it is under MPSJ jurisdiction. I would love to volunteer to be a feeder but I am kinda afraid the dogs may bite me. I tried to leave food on the road for them but unfortunately they don’t eat. I have seen once or twice an old chinese man who brings leftover food from his house to feed these dogs. Could be they are fussy eater and only wants to eat human food??

    If I want to be a feeder, will there be training for me on how to handle dogs that may bite?

    If I want to be a fosterer, how long must I keep them cos I have a small house and I already have 3 dogs?

      Hi Jaclyn,
      We are now getting existing feeders to participate first, but it’s really good that you want to be a feeder – thank you!
      The dogs could be fussy, or maybe just wary of humans (due to previous bad experience or due to their natural feral defensive instinct). It takes time to gain their trust and the best way is to keep feeding and having a positive and loving mindset towards them. It also helps if you are not afraid. To cultivate this, try having that positive and loving mindset. If animals sense your fear, they will avoid you or worse, some might even attack.
      We do not and cannot train feeders as there is no one best way of doing it. We have to play it by ear and do it from a loving heart.
      If you want to be a fosterer, you would have to foster them until you succeed in finding them a home. This could be an indefinite length of time.
