We have fully sponsored RM300 for the spaying of these 3 female cats and subsidised RM20 for the vaccination of 1 dog. This sponsorship comes from all donors through our Medical Fund (RM100) and Berjaya Cares (RM220).
I spoke with Mr Yuen today on the phone and was informed that he has many cats and dogs at a rented place in the outskirts. We explained that our funds cannot be used to help shelters and shelters ought to have their own funds. Mr Yuen clarified that his place is not a shelter and that these cats and dogs were rescued from a “temple” in Cheras. Having had no place to house them, he rented this place. He also explained that he is not running a shelter and that he does not receive funds or donations from anyone, but pays for the rental from his own pocket.
Based on the above explanation and the initial email from his niece (reproduced below), we have sponsored these four cases (the spaying of 3 female cats and the vaccination of 1 dog).
We would strongly advise Mr Yuen to either register his shelter or source for his own funds since he is taking care of so many animals.
We received the hardcopy photos of the 4 animals, which are different from the ones sent by his niece a few months ago.

Due to that, I had delayed the spaying and vaccination for my dogs and cats. Therefore, from now on, I would like to start to SPAY TWO FEMALE DOGS, A MALE CAT and FOUR FEMALE CATS first. Besides, VACCINATION is needed for FOUR FEMALE CATS and A MALE CAT. (Dr Chan can refer to the pictures that I attached for you.)
Furthermore, I will also apply the AnimalCare Medical Subsidy and AnimalCare Neutering Subsidy for spaying and vaccinating my dogs and cats. Hope that the application can be approved as well as the spaying and vaccination can be done as soon as possible. With the help by Dr Chan, this work will be done successfully in a short time.

We replied to explain our policies and that our subsidies are not for pets, but rescued strays. We asked if the “my dogs and cats” were referring to Mr Yuen’s own pets. We also reminded Mr Yuen of a previous unpleasant incident and hope that it will not be repeated again.
There was no reply until March 2013, one month later:

Good day, Dr. Chan. I just checked my email by today. I’m sorry about my misleading message. I will explain to you about the questions from your reply.
First of all, I denied that I mentioned the phrase “MY DOGS AND CATS” in my email before. I feel very sorry to you. Actually, the dogs and cats are rescued by my uncle, Mr.Yuen from the temple. Besides, he also rescued the abused children and old folks from the temple. Since my aunt and uncle treat their rescued dogs and cats as their own animals, I just mentioned the dogs and cats as “MY DOGS AND CATS” when I helped my uncle to write the email to you last time. Therefore, I repeat my statement, the dogs and cats are rescued from the temple and not their own pets.
Secondly, for the false information to (organisation name withheld), my uncle and aunt feel very sorry for giving such false information to them. My uncle and aunt promise that they will be honest and sincere to their applications and feel grateful with your consideration for this situation.
Last but not least, I am very appreciating for your information about the application of neutering and vaccination. I will apply the subsidies as soon as possible by following procedures.
For your information, besides the seven animals for neutering and five animals for vaccination, I will also be going to apply the neutering subsidy for the rest of dogs and cats that they rescued from the temple.
Dr. Chan, my uncle, Mr. Yuen will keep contact with you by hand phone after this. Hope that you can receive his call. I’m very appreciating your help for this case and feel very grateful of your kindness for saving the rescued dogs and cats. Sincerely, thank you very much.

Upon receiving his application by post today, 3 months after the last email exchange, I called Mr Yuen again today and discussed the issue above. We also had to know if Mr Yuen was still working together with some rescuers who had made a multiple claim from our funds previously and are now blacklisted. He assured us he was not working with them anymore.
Chong Ah Mooi is Mr Yuen’s sister-in-law and due to some personal problems, Mr Yuen could only use her bank account number to make the claim. We explained that this was not possible as we require the name of the applicant to be the same of the name on the receipt and the bank account. Mr Yuen explained that his bank account could not be used. We then made a call to Mdm Chong to verify that this was true and that she allows Mr Yuen to use her bank account. Mdm Chong explained that she had actually paid for all the bills.
We have advised Mr Yuen that should he decide to claim in future, our policy requirements have to be followed.

My honest two-cents. If the person was blacklisted before AND now still does not follow the procedure and exceeding the time line, you have the right to REJECT the claims. I would and I think most normal human beings would.
If they are really serious about claiming, they will follow the procedure. I quote a famous local phrase “It is not your father’s company / Bukan bapak punya company”).

Thanks, Joy! He was blacklisted for the “unpleasant incident” and that was about 2 years ago. This time, based on the receipts, his application was 3 days’ late. Ordinarily, we would have rejected it, but since his niece doesn’t quite understand English and may not have conveyed our policies clearly to him, and he doesn’t read English, we decided to let it go. He also did not call me at all, though his niece said he would. I hope he will find his own funds.
