I’m grateful to see any move by the authorities to encourage spay/neuter, but I’m dismayed that the proposal in this case applies only to mixed-breed dogs. What are the implications of this? People with pedigreed dogs can run puppy mills and backyard breeding operations, generating multiple litters of puppies for profit. Further, there’s nothing to ensure that they won’t allow their dog of Breed A to mate with another of Breed B, producing a litter of — yes, mixed breed dogs. This exception reinforces the misconception that purebred animals are somehow superior to mixed-breed.
I hope the authorities will come to see that the problem is overbreeding. Full stop. Those who want to keep intact animals should undergo screening of their premises and be prepared to pay licensing fees that are very significantly higher than the normal rate. In the meantime, this is a positive step.
